1. General Provisions

The editorial office of Theory and Technology of Metallurgical Production is a division of the Federal State Budgetary Educational Institution of Higher Education Nosov Magnitogorsk State Technical University (hereinafter referred to as the University).

In its day-to-day activities the editorial office shall follow the current Russian law, the Charter of the University, and the present Charter.

The editorial office shall be established to satisfy the scientific community’s need for information exchange.

The journal circulation is 500 copies.

The journal publication frequency: 4 issues a year.

2. Goals and Objectives of the Editorial Office

The main objective of the editorial office is to ensure a timely preparation and publication of the journal and attachments thereto, high quality publications, and to carry out information activities.

The main goal of the editorial office is to ensure that the journal is produced and published while covering the themes declared by the journal founder when registering the journal as a mass medium.

3. Founders and the Editorial Office

The founder of the Journal is the Federal State Budgetary Educational Institution of Higher Education Nosov Magnitogorsk State Technical University.

The founder shall:

  • upon the editors’ proposal, approve the Charter of the Journal and any changes thereto,

  • appoint or dismiss the Journal’s editor-in-chief under the current law.

The editorial office shall be responsible to the readers and the Founder for the publication quality, accuracy and fairness of published information.

Unlawful actions of the Founder and the Editorial Office may be appealed against in due order established by law.

The governing bodies of the Editorial Office include:

  • Editorial Board,

  • Editorial staff.

The editorial staff and the Editorial Board shall be appointed by the University rector’s order.

4. Status and Rights of the Editorial Office

The editorial office constitutes a division of the University.

The editorial office shall be entitled to:

  • elaborate publication regulations,

  • send papers for review and, if necessary, for additional review,

  • reject papers that fail to meet the established requirements,

  • make contracts with internal and external divisions within the editorial office’s scope,

  • if necessary, contract outside individuals (under employment contracts) within the editorial office’s scope, as well as the additional scope.

5. Funding of the Editorial Office

Within the main scope, the editorial office shall be funded by the University using budget and extra-budgetary funds, as well as funds of customers placing specific types of orders falling within competence of the editorial office.

Income from additional activities of the editorial office shall be distributed following the procedure established by the University.

6. Legal Support of the Editorial Office

The activity of the editorial office shall be based on annual and perspective editorial calendars, contracts signed with other University divisions, contracts signed with authors, contracts signed with third party organizations and institutions, as well as employment contracts.

Annual and perspective editorial calendars shall be prepared by the editor-in-chief together with the editorial board and shall be approved by the University rector.

All types of contracts and agreements, including employment contracts, shall be exported and initialed by the University’s legal office.

7. Structure and Governance

The editor-in-chief shall be responsible for coordinating the editorial office. The editor-in-chief shall be appointed or dismissed by the University rector as per the established procedure.

The editor-in-chief shall:

  • develop the editorial office structure,

  • plan the editorial office activities, while ensuring the main objectives and functions are fulfilled,

  • prepare proposals for the University management’s consideration on the office structure, staff schedule in compliance with an actual volume and nature of work performed, personnel hiring, transfers, dismissals, bonuses and fines with regard to the employees, as well as the office location, the working conditions and work schedule.

The editorial office shall interact with the institutes (faculties), departments, the library, the academic office, the accounting office and other University divisions, as well as with third party organizations and institutions.
